Ads Manager is Meta's tool for creating, managing and analyzing ad campaigns on Facebook, Instagram, Messenger and the Audience Network.

Ads Manager is Meta's interface for creating, managing and analyzing ad campaigns on Facebook, Instagram, Messenger and the Audience Network. This is where you set the campaign objective, budget, audience, placements and creatives, and where you see how your ads perform.

Structure: three levels

  1. Campaign: The objective (e.g. leads or sales) and, optionally, the budget.
  2. Ad set: Audience, placements, optimization event, schedule, and the budget if it isn't set at the campaign level.
  3. Ad: The actual creative with image or video, text, headline and call to action.

For analysis, Ads Manager offers customizable columns, breakdowns (e.g. by age, placement or device), reports and a dedicated area for A/B tests. Google campaigns are managed in a separate interface in your Google Ads account, which has nothing to do with Meta's Ads Manager.

Example

An agency sees 120 leads per month for a client in Ads Manager, on $4,800 of spend, so $40 per lead. According to Meta, 25 of those are view-through conversions from the 1-day window. In the same period, the CRM only receives 95 leads with Meta as the source. Both numbers are "right"; they just measure different things.

Limits for lead generation

Ads Manager shows what Meta can measure and attribute itself. What happens after the form, meaning the appointment, the deal and the revenue, is only visible to Meta if you report it back. It also only knows Meta: to see how Google Ads, TikTok or LinkedIn compare, you have to check each of their accounts separately.

Common mistakes

  • Ignoring the attribution setting: Numbers with different attribution windows can't be compared directly.
  • Treating platform conversions as revenue: Whether a lead bought is recorded in the CRM, not in the ad account.
  • Too many changes at once: Frequent edits to budget or audience push ad sets back into the learning phase.

Meta counts conversions by its own rules: with an attribution window, including view-through conversions and partly modeled. Your CRM counts real leads and deals. On top of that, every ad platform credits conversions to itself, even when several channels were involved.
